Re-elect Winston

For the past 4 years, Winston has served as Vice Mayor and as a commissioner for the Planning Commission. During this tenure, the City has enacted an effective tree ordinance which (will be further amended), implemented sensible building regulations to prevent overbuilding, and restricted excessive storm water runoff - all while operating with a budget surplus. 

​

As a native of Oak Hill, Winston believes that the City should remain entirely residential and that the bucolic character of the Oak Hill neighborhood should be preserved. He looks forward to keeping Oak Hill residential, maintaining the character of the neighborhood, and continuing to improve the management and governance of Oak Hill.

About Winston

Mr. Evans was born in 1948.  In 1949, his family moved into Oak Hill at 940 Tyne Boulevard.  His parents continued to live there until their passing.  Mr. Evans and his wife, Kaye, then renovated the family home on Tyne Blvd. and returned to Oak Hill in 2018. 

​

Mr. Evans attended Robertson Academy School and graduated from MBA.  In 1970, he graduated from Vanderbilt University with a Bachelor’s degree in civil engineering.

​

In 1972, he graduated from the Wharton School at the University of Pennsylvania with a Master’s of Business Administration degree.  He then worked for three years in investment and commercial banking before returning to law school at Vanderbilt.

​

Mr. Evans graduated from Vanderbilt Law School in 1978. He has been a practicing lawyer in Nashville since that time.  For more than thirty-five years, he has held the highest rank awarded by Martindale-Hubbell (AV).  He is also recognized by Best Lawyers in America in two areas (legal malpractice law – defendants; trusts and estates) and in the Mid-South Super Lawyers Directory (business litigation).  He is a Fellow of the Nashville Bar Foundation and a Fellow of the Tennessee Bar Foundation.

From 1986 until 2018, Mr. Evans was a resident of Forest Hills.  During that time, he was a member of the Forest Hills Planning Commission (1987-2018). He served as Vice Chairman (1995-2013) and Chairman (2013-2018) of that Planning Commission.


In 2019 he served on the Citizens Advisory Committee for Oak Hill.

Upon the resignation of Mr. Evans from the Planning Commission at Forest Hills, the Board of Commissioners adopted a resolution in his honor.  That resolution included the following:

​

WHEREAS, as a member, Vice-Chair and Chair of the Forest Hills Planning Commission Mr. Evans has served the residents of the city with honor and distinction; and

​

WHEREAS, Mr. Evans has chaired more than one potentially contentious meeting of the Planning Commission and has, through his combination of good humor and willingness to listen, ensured that these meetings were conducted in a manner both civil and productive; and

​

WHEREAS, Mr. Evans will be remembered by all of those who had the good fortune to work with him as a gentleman who responded to the needs of the City’s residents with openness and goodwill.
